Citizens’ Association calls for transparency in Nagasaki’s IR documents

The prefecture did not approve of this request, citing potential damage to a competitive process and other legitimate business interests

On Friday, a citizens’ group expressed that they’re displeased with the Nagasaki Prefecture’s concealment of its official documents regarding its Integrated Resort scheme in Sasebo city.

Due to the restricted amount of information the group has been able to receive, the so-called Citizens’ Association about the casino issue made public and submitted their disappointment calling for more transparency in the operator selection process, according to the Nagasaki Shimbun.

Nagasaki The Nagasaki IR examination committee announced in March the three IR operator candidates that cleared the prefecture’s Request for Proposal process, with Oshidori International, Casinos Austria International Japan (CAIJ) and NIKI & Chyau Fwu (Park View) Group all making the cut.

Current Group and One Kyushu are the two companies that dropped out from the race.

The citizens group has asked for the minutes of the first screening meeting of the prefecture’s examination committee when the three finalists were announced and the other two potential operator consortiums were dropped from the process.

The prefecture did not approve of this request, citing potential damage to a competitive process and other legitimate business interests of the parties involved in the process and possibly jeopardise the neutrality of the selection process.

According to Asia Gaming Brief, Japan does not have well established public disclosure laws or policies, and almost all of these matters are effectively left to “bureaucratic discretion,” which in most cases means that official documents are destroyed before they ever come to public light.

Japan’s national government will accept applications from candidate locations and their operator partners from October 2021 until April 2022.
