The AIBC Eurasia event, which is taking place at the Dubai Festival Arena, welcomed an exclusive delegation of industry leaders and financial experts from Malta this afternoon. This high-profile tour, which took place on the morning of the first day of the expo and conference, featured a number of influential figures from the business, finance, and technology sectors, providing a unique opportunity for networking and collaboration in the rapidly evolving digital economy.

H.E. Maria Camilleri Calleja
H.E. Maria Camilleri Calleja, Ambassador of Malta to the UAE and Permanent Representative of Malta to IRENA, has had a distinguished diplomatic career. Since joining the Ministry of Foreign Affairs in 2000, she has held key roles in bilateral and regional affairs. She served as Deputy Head of Mission in Stockholm and later became the first Maltese female diplomat to serve as Consul-General in Tripoli, Libya. She played a crucial role in Malta’s Schengen accession and Mediterranean regional cooperation. Before her UAE posting, she was Malta’s Ambassador to Ireland. Her work continues to strengthen Malta’s global diplomatic presence.
Hon. Malcolm Paul Agius Galea
Hon. Malcolm Paul Agius Galea is Malta’s Junior Minister for Active Ageing. Committed to enhancing the well-being of the elderly, he focuses on policies promoting active lifestyles, healthcare, and social inclusion for senior citizens. His work aims to improve services for Malta’s ageing population, ensuring dignity and quality of life.
H.E. Laila Rahhal El Atfani
H.E. Laila Rahhal El Atfani is Deputy Head of Mission, Embassy of Malta to the UAE, a distinguished entrepreneur, philanthropist, and global leader dedicated to women’s empowerment and humanitarian work. As the Founder and CEO of Women Business Circle, she fosters a network where success and happiness coexist. A stress and resilience expert, she has trained countless professionals in overcoming fear and embracing purpose. As President of the I Am Africa platform, she advocates for youth and women’s leadership, believing that leaders are made, not born.
Alan Decelis
Alan Decelis is the Head of Supervisory ICT Risk and Cybersecurity at the Malta Financial Services Authority (MFSA), appointed in July 2021. With over 20 years of experience in ICT, including a decade in information security, he has played a key role in national and European cybersecurity initiatives. He is a member of the National Cybersecurity Strategy Steering Committee and contributes to various EU cybersecurity groups. His expertise spans ICT operations, security management, forensic investigations, and threat intelligence. Holding multiple certifications, Alan has an extensive academic background in engineering, information systems, and digital forensics.
Neil Micallef
Neil Micallef leads AI supervision and market surveillance at the Malta Digital Innovation Authority, with a focus on implementation of regulatory frameworks on trustworthy, human-centric AI. Previously, he contributed to AI research at CERN in Geneva and managed local projects in critical infrastructure and transport, where he specialized in solutions architecture. Neil holds a Master’s in Artificial Intelligence with distinction and is involved in AI research with the University of Malta, exploring the intersection of computer vision and biomedicine.
Mr. Rudi Camilleri and Mr. Joseph Chircop
Mr. Rudi Camilleri and Mr. Joseph Chircop are esteemed members of the Ministerial Delegation, representing Malta in key governmental initiatives. Their roles involve supporting diplomatic engagements, policy discussions, and international collaborations to advance Malta’s strategic interests. With extensive experience in public affairs, they contribute to strengthening bilateral and multilateral relations.
The delegation also met with representatives from some of the most innovative and impactful exhibitors in fintech, payments, and blockchain solutions, including Codego, 0x Processing, ALT5, Tiger Pay, Exactly, Regium, Paykassama, Jeton, and Payment Centre.
As AIBC Eurasia continues to be a hub for global innovation in emerging technologies, this exclusive tour provided unmatched insights into the future of finance and emerging technologies.
The event continues on the 25th, with a full day of conference and expo, as well as a number of networking activities throughout the evening, a highlight of which will be the AIBC Awards ceremony and charity auction – taking place at the Intercontinental Hotel Dubai Festival City.
