Brazil may approve land-based casinos in H1 2025: Minister Sabino

Brazil is on the cusp of a historic change, as Minister of Tourism Celso Sabino (featured left in the image) expressed confidence in the approval and sanctioning of legislation that would legalise land-based casinos within the first half of 2025. This anticipated move marks a significant step in bolstering Brazil’s tourism and entertainment industries.

Speaking to local media, Minister Sabino highlighted the government’s commitment to advancing the project, stressing its potential to generate substantial economic benefits. “We are optimistic that by the end of the first semester, this proposal will be approved and sanctioned by President Lula (featured right in the image),” he told Mercado & Eventos.

Economic and tourism benefits

The legalisation of land-based casinos is projected to bring major financial gains, including job creation and increased tourism revenue. According to the Ministry of Tourism, legalised casinos could attract millions of tourists annually, contributing significantly to the national economy. The bill to legalise casinos and bingo halls—known locally as “Projeto de Lei dos Jogos”—has already made significant progress in Brazil’s legislative system. After gaining approval in the Chamber of Deputies in 2022, the bill now awaits deliberation in the Senate plenary.

The proposed legislation includes provisions for the operation of land-based casinos, bingo halls, and integrated resort-style developments. In addition to economic benefits, the bill outlines strict regulatory measures to address concerns around gambling addiction and crime.

The gaming industry has welcomed the Minister’s statements with cautious optimism. Experts believe Brazil’s vast size and growing middle class make it an attractive market for international operators. According to a recent report, Brazil could become a $10 billion gaming market if regulations are implemented effectively.
