Public support to legalise land-based gambling in Brazil: Report

Brazil has always been conservative regarding gambling. Since 1946, most types of gambling were prohibited, with limited exceptions such as state lotteries and some horse racing wagers, due to moral and social issues. However, in 2025, things are visibly changing.

Online sports betting was legalised recently, and land-based operations are the next frontier. The introduction of PL 2,234/2022 is a major step towards creating a more open and regulated gambling environment.

What does the bill propose?

PL 2,234/2022 seeks to legalise land-based casinos, bingos, the traditional jogo do bicho, and horse race betting. It’s not just about making gambling legal—it’s about turning a grey economy into a booming legal sector with rules, taxes, and safeguards.

One of the bill’s speakers, Senator Irajá Abreu, believes that it already has the votes in the Senate to get it passed. Major backers include entrepreneurs and investors, as well as government officials eager for tax income and employment. The bill has not had a smooth ride but is gaining momentum, particularly with increasing public approval and growing awareness of the potential benefits.

The role of DataSenado in shaping public policy

DataSenado is the Brazilian Federal Senate’s research body, working within the Transparency Secretariat. It assists in measuring public opinion on important national questions, which impacts legislative decision-making. Their recent poll sought to understand how Brazilians perceive legalising land-based gambling, particularly in light of PL 2,234/2022.

The survey interviewed 5,039 Brazilians aged 16 and above using computer-assisted telephone interviews between 21 February and 1 March 2025. It was a nationwide survey, diverse in gender, region, age, and socio-economic background—making the findings a solid representation of the public.

Key findings from the DataSenado survey

A significant 60 percent of respondents support regulating land-based gambling. Only 34 percent were against, and 6 percent were undecided. 58 percent believe legalisation will boost tax revenues, and 44 percent expect job creation. Additionally, 65 percent said anti-crime regulations like anti-money laundering policies were “very important.”

Estimates suggest the market could bring in BRL 20 billion (approx. $3.5 billion) annually. Companies like Hard Rock International are already laying plans. Their integrated resort model offers a premium tourism and entertainment experience.

Addressing concerns about gambling harms

A proactive response to gambling addiction is clearly in the public consciousness, with 54 percent in favour of a national register to restrict access for addicts. Regulation and transparency are also regarded as important, with 62 percent saying supervised machines with clear rules will build trust and legitimacy. Additionally, 52 percent view anti-debt controls as vital to prevent gambling from ruining lives.

Law enforcement is focused on anti-crime efforts, with federal police expressing concerns about a potential surge in money laundering. However, these concerns could be addressed through smart, transparent regulations. Proposed measures include strict oversight, financial monitoring, and mandatory reporting rules, which could effectively keep criminal activities at bay.

The road ahead for the bill

The Senate is expected to vote on PL 2,234/2022 soon, potentially marking a historic shift in Brazilian legislation. With growing public support and a strong economic case, now seems to be the right time for such a change.
