Florida could potentially add themselves to a long list of states that allow online sports wagering come 2022

The Florida of Division of Elections is set to release an online sports betting ballot measure proposal this week, according to a source.

Once this is released, the sports book operators will definitely be pushing for an aggressive signature drive that will ensure that the question goes before voters ahead of the election happening on 8 Nov, 2022.

For this to happen, the online sports betting proposal must collect an estimated 900,000 valid signatures throughout Florida for it to appear on the ballot.

Tough hurdles

All Florida ballot initiatives need a 60% voter approval and to make things even more tough for the sports book operators, Florida had previously approved a 2018 rule that does not allow the legislature from enacting casino gaming expansion laws without voter approval.

Furthermore, the proposal will allow tribes to operate throughout Florida via mobile betting through its Hard Rock Digital sports book app while it also permits a ‘hub & spoke’ revenue-sharing partnership between tribe, state pari-mutuel betting facilities & third-party sports book operators.

However, this may not even achieve federal approval.

The contract

Florida Gov. Ron DeSantis (pictured) & Seminole Tribe announced, back in April, a compact that allows retail sports books on tribal lands & allows for mobile betting in Florida – however, this is still needs approval on federal level.

Many individuals reigning from the legal industry believe that this will not be allowed since the compact’s online sports wagering features may go against federal law.

The measure was funded heavily through Disney, who were opposed to casino gaming, & the Seminole Tribe who has a heavy presence in Florida, operating seven casinos.

Meanwhile, Disney also has a presence in sport books since they have a part in DraftKings plus a number of sports betting partnerships via its ESPN networks.

Seminole Hard Rock’s officials also stated earlier this year that a number of well known operators had reached out for possible partnerships with the tribe & pari-mutuel facilities. Furthermore, if any deal is to be struck – it would require a revenue split with the tribe & the deal would also need approval from the Seminoles. Fortunately, the tribe is backing the 2021 compact campaign.
