Over the weekend, Florida law enforcement authorities successfully dismantled an illegal gambling operation in Tampa. The raid resulted in the arrest of three individuals and the seizure of more than $12,000 in cash, a semi-automatic pistol, and various gambling-related materials.

Details of the investigation

On Super Bowl Sunday, 9 February 2025, officers arrested three suspects from All Stars Tampa Domino Club, located in the 2300 block of West Waters Avenue. This underground gambling house operated seven days a week, offering high-stakes betting. For almost a year, law enforcement closely monitored the venue and uncovered illegal gambling and racketeering enterprises.

Starting in late 2023, the Tampa Police Department conducted a thorough investigation of the illegal gambling ring. Undercover officers visited the venue throughout 2024, placing wagers and collecting evidence. Their efforts culminated in a well-executed raid that revealed the full extent of the illicit activities.

The law enforcement raid & charges

Authorities executed the raid with the combined efforts of the Tampa Police Department’s Street Anti-Crimes Squad, K-9 Unit, SWAT Team, and Bomb Squad. The team seized critical evidence, including cash, money-counting machines, and computer systems used for gambling transactions.

Three individuals were taken into custody:

Marcelino Perez (67 years old): One felony counts of conspiracy to bookmake, one felony counts for RICO violation, and one misdemeanour count for being an agent or employee of a gambling house.
Charlie Parilla (32 years old): Two felony counts of betting on the results of a trial or contest of skill, one felony counts of bookmaking, one felony counts for RICO violation, and one misdemeanour count for being an agent or employee of a gambling house.
Kendrick Franklin (29 years old): Four felony counts of betting on the results of a trial or contest of skill, one felony counts of bookmaking, one felony counts for RICO violation, and one misdemeanour count for being an agent or employee of a gambling house.

Tampa Police Chief Lee Bercaw commended the officers’ efforts and issued a stern warning to others considering similar operations.
