Indiana is on the brink of a gambling revolution. State representatives recently revealed they will continue discussions about online gambling legislation. This decision is set to reshape the states’ gaming landscape.

Consequently, discussions have intensified, and Representative Ethan Manning has introduced House Bill 1432. This aims to regulate online gaming under the Indiana Gaming Commission. The bill has already passed its first hurdle in the state’s legislative process, receiving approval from the House Public Policy Committee by a 9-2-2 vote. The next step is for the Indiana General Assembly to debate and vote on the bill in the coming months.

A multi-billion dollar industry

What does this mean for Indiana? Projections suggest iGaming could bring in significant revenue. Estimates show that Indiana could generate between $1.9 billion and $2.1 billion (€1.84 billion and €2.03 billion) in the first three years following legalisation. Their move follows New Jersey Assemblyman Clinton Calabrese, who introduced bill A5196 to regulate the sweepstake casino industry. This bill marks a shift in how these platforms will operate within the state.

In the first year alone, revenue could reach nearly $500 million (€483 million). By year three, this figure could grow to $880 million (€850 million). This growth will continue as the industry establishes itself, driven by the state’s population and increasing demand for online gambling options.

A key benefit of legalising iGaming is the additional tax revenue it could generate. With tax rates set at 26 percent for the first few years, this could mean over $300 million (€290 million) annually for Indiana. These funds could support critical infrastructure, education, and public services. The prospect of funding essential services without raising taxes has made iGaming a hot topic for lawmakers and voters.

Addressing the risks

However, there are risks involved. While many see the promise of increased revenue, others are concerned about the social impact of iGaming. There are growing fears about an increase in problem gambling. Critics say this will happen as people will be able to access gambling more easily. This is a pressing issue for those who have witnessed the rise of addiction in states where iGaming is legalised.

Indiana lawmakers will likely emphasise responsible gambling measures in the bill to address these fears. The legislation includes provisions for:

  • Promoting responsible gambling.
  • Establishing spending limits for players.
  • Access to addiction support services.
  • Third-party audits to guarantee that operators are following strict regulations.

This balanced approach addresses concerns while reaping the financial rewards that iGaming can bring.

Opponents argue it could negatively affect the state’s land-based casinos. They say that online gambling may draw customers away from physical venues, which would reduce their revenues.

However, some studies suggest that iGaming actually complements land-based casinos rather than cannibalising their profits. Online and in-person gambling may attract different types of customers, allowing the two to coexist.

Keeping up with the competition

As of now, Indiana’s brick-and-mortar casinos have had to compete with neighbouring states that already offer iGaming. Michigan, Pennsylvania, and New Jersey have all successfully built lucrative iGaming industries.

These states have reported significant revenue from online casino and poker games, and their success has prompted other states, including Indiana, to consider following suit. Pennsylvania led with $2.42 billion (€2.34 billion) in gross gaming revenue in 2024, while Michigan recorded $2.19 billion (€2.11 billion). New Jersey followed closely with $2.15 billion (€2.08 billion).

Indiana hopes that by legalising iGaming, it can capture some of the market share currently going to these neighbouring states. Its approach to regulation and tax rates is crucial for Indiana’s competitiveness.

Regulatory challenges and industry concerns

In addition to economic benefits, legalising iGaming also brings opportunities to modernise the state’s gaming industry. Online gaming is now a booming industry in many states.
