According to the latest Financial Services Bureau (DSF) data, Macau collected about MOP22.20 billion ($2.78 billion) in fiscal revenue from gaming in the first three months of 2025. This marks an increase of 0.2 percent from the prior-year period.
For context, Macau rolled out a 10-year gaming concession system, which came into effect on 1 January 2023. As part of the system, all licensed operators had to reapply, and only six made the cut, creating a more structured, government-controlled industry. Additionally, they need to invest in non-gaming projects and pay tax on casino gross gaming revenue (GGR) of 40 percent. Macau Secretary for Economy and Finance Tai Kin Ip has recently asked concessionaires to step-up their efforts to invest in non-gaming projects and help diversify the economy.
As per the data, taxes from gaming brought in about 88.4 percent of the government’s total tax revenue. Macau government collected nearly MOP25.10 billion in tax revenue in the first three months of 2025. In March alone, Macau registered MOP7.95 billion in gaming taxes. The 2025 budget expects MOP93.12 billion in gaming tax revenue.
In early April, Macau’s Gaming Inspection and Coordination Bureau (DICJ) reported a minimal rise in total gaming revenue for March 2025. For the month, total gross gaming revenue (GGR) totaled MOP19.66 billion, marking a modest 0.8 percent increase compared to March 2024. March’s gaming revenue marked a slight decrease of 0.4 percent from February’s figure. March’s figure took the aggregate gaming revenue so far this year to nearly MOP57.66 billion, up 0.6 percent on the same period in 2024.
There were reports of Macau’s gaming tax revenue dipping in early 2025, according to the latest Financial Services Bureau data. In January and February, Macau’s government collected MOP14.24 billion in gaming tax revenue, marking a 3.8 percent year-on-year decline. Gaming taxes continue to be the cornerstone of Macau’s government revenue. In the first two months of 2025, Macau’s total government revenue reached MOP15.95 billion, with gaming tax collection contributing 89.3 percent of the figure.
In 2024, the Macau government collected MOP$88.1 billion in gaming tax revenue, marking a 35.0 percent increase compared to the previous year’s MOP$65.3 billion. As per data from the DSF, the total tax collected for the year 2024 included MOP$7.08 billion collected in December. This marked a 14.4 percent year-on-year growth; however, it reflected a 13.0 percent decline compared to November’s revenue figures.
