The Foundation for the Development of Arts and Communication (Fundac) has been activated by the Municipality of São Vicente to provide consultancy services for the establishment of a municipal lottery. As per the Diário do Litoral, this lottery would be the first of its kind in Baixada Santista. The company has been assessing the possibility of handing over the service to third parties since the end of March and is set to receive 380 thousand reais for its services. The objective of this initiative is to boost the municipality’s revenue without having to resort to increasing or introducing new taxes, tariffs, or tributes.
The City Hall of São Vicente is currently considering whether to independently manage the lottery service or collaborate with a private enterprise. This decision comes after the municipal government decided to introduce the lottery based on the Federal Supreme Court’s (STF) verdict in 2020, which recognised lotteries as a public service that can be operated by both states and municipalities.
Furthermore, Municipal Law 4,311 of 2022 has already authorised the municipality to directly or indirectly operate lotteries through various means such as public-private partnerships, concessions, permissions, and accreditations. Fundac has already undertaken similar initiatives in Itaquaquecetuba, Embu das Artes, and Poá.
In São Vicente, Fundac will have a period of three months until the end of June to complete the task, with the possibility of an extension if required. After the completion of technical-operational, economic, financial, and legal feasibility studies, it is estimated that the municipal lottery will take another 90 days to adopt its final form.
