SiGMA World strengthens industry dialogue at CIBELAE’s responsible gaming seminar in Brazil

SiGMA World reinforced its dedication to industry ethics by officially supporting the CIBELAE Seminar “Safe, Responsible and Sustainable Gaming in Lotteries“, which took place 25–26 June in Foz do Iguaçu, Brazil. The event united Latin America’s foremost regulatory and operational leaders, including Daniel Romanowski (CEO of Lottopar), Rodrigo Cigliutti (Executive Director of CIBELAE), Edson Kikuchi (Senior Consultant at 2S Consultoria), and Regis Dudena (Head of Prizes and Betting Secretariat, Brazil). Their collective expertise underscored the seminar’s role in advancing transparent, player-centric frameworks for state lotteries across the region.

The attendance of distinguished professionals enriched discussions on regulatory frameworks and sustainable practices. Daniel Romanowski brought operational insight from his leadership at Lottopar, recognised through the 2024 Best C-Level Award for advancing Brazil’s state lottery sector. On the significance of events like BiS SiGMA and the CIBELAE seminar, Romanowski remarked, “I see two main types of importance… First, there is the role of dissemination—publicising and educating about our sector. Since it is still a very new topic in Brazil, we carry the responsibility of re-educating the population and decision-makers after a long period without regulation.”  He further emphasised the value of international collaboration, “Secondly, events like CIBELAE provide a forum to meet with other lotteries and regulatory bodies from countries with decades or even centuries of experience”.

Rodrigo Cigliutti contributed his extensive experience in standardising responsible gaming protocols across Ibero-America through CIBELAE’s initiatives. “The partnership between CIBELAE and BiS SiGMA is essential. The prominence that BiS SiGMA holds within the regional gaming market, especially in Brazil, brings CIBELAE closer to the state lotteries and the most important companies in the sector.”, Cigliutti emphasised.

Edson Kikuchi offered decades of strategic consultancy expertise in marketing and regulatory compliance. On the importance of forums like this, Kikuchi noted, “BiS SiGMA plays an important role by being close to key organisations, especially those that bring together decision-makers… It’s a valuable opportunity to present ourselves and engage directly with state governments, federal governments, and various international institutions.”

 He added on the practical value these discussions bring, “We’re in a phase where we’re looking for a series of tools and instruments to bring the professionalism our Brazilian market needs. These events allow us to share and understand how countries around the world are progressing.”

Meanwhile, Regis Dudena provided nuanced perspectives from his specialised background in public law and financial governance. Their combined expertise facilitated pragmatic dialogues on balancing market growth with consumer protection.

This gathering built upon the momentum from BiS SiGMA South Americas 2025, where 17,500 delegates explored parallel themes of compliance and sustainability. The continuity highlights a cohesive regional push toward governance frameworks prioritising social responsibility. Alessandro Valente, Co-Founder of BiS, emphasised the strategic alignment: “Our support for CIBELAE reflects our dedication to initiatives that drive meaningful change in a pivotal year for Brazil’s market”. The dialogue progresses at SiGMA Euro-Med in Malta (1–3 September 2025), where regulators, operators, and affiliates will convene at the Mediterranean Maritime Hub. Sessions will address ESG integration, AI-driven player protection, and regulatory harmonisation—building directly on CIBELAE’s foundational work. Valente notes: “True industry progress requires embedding ethics into commercial DNA, ensuring growth benefits all stakeholders”.
