During an interview at ICE in Barcelona, President of the National Association of Games and Lotteries (ANJL) Plínio Lemos Jorge, spoke about the fundamental role of the entity in this new regulatory scenario in Brazil, the importance of responsible gambling and security for bettors.
“We believe that these technological innovations will add value and further enhance the national industry, which is only just beginning. We started effective regulation on the first of January. The industry is adapting to this new phase.”
With regulation, Brazil seeks to align itself with more mature markets, such as the European one, prioritising player safety and strengthening the fight against illegal gambling. Among the main directives of the new legislation is the requirement that companies operate under the “.bet.br” domain and maintain headquarters and customer service channels within the country. Rules have also been established for anti-money laundering measures and the promotion of responsible gambling. ANJL has positioned itself as one of the main agents in defending the regulated market.
“Our job today is to assist sites, bring them into strong regulation, with all the benefits they will provide for bettors, and, above all, our goal now is to eliminate illegal operations in Brazil.”
Before regulation, many of the Brazilian betting markets operated without proper authorisation. Now, the legislation imposes penalties on companies that operate outside the rules, and measures to raise awareness among players about the risks of illegal gambling.
One of the most impacted sectors by regulation is football. According to Jorge, “Today, almost all football clubs are sponsored by betting companies, which foster the gaming industry and provide opportunities for football and other sports to have a healthy environment.”
Recent research indicates that in 2025, betting companies are expected to invest around R$ 2 billion in Brazilian football. Of this amount, approximately R$ 600 million will be directly allocated to clubs.
“Responsible gambling is based on the assumption that everyone is following the rules, operating within legality, and upholding fiscal responsibility, as well as responsibility towards the bettor.”
The regulation also establishes mechanisms to prevent compulsive behaviours and protect consumers. Only those over 18 years old can place bets, and certain categories of individuals, such as employees of betting companies and public officials involved in oversight, are prohibited from participating.
Jorge is optimistic about the sector’s growth. “We expect the industry to grow significantly from this year onwards. I believe the market will expand by 20% to 30%, as many people who were hesitant to bet will begin to see that regulation has been effective,” he stated.
With legislation finally in place and an approach focused on responsibility and security, Brazil has the potential to become one of the world’s leading regulated sports betting markets. ANJL will continue to play a key role in ensuring that this growth happens sustainably and fairly for everyone.
