Finland’s state-owned gaming operator, Veikkaus, is embarking on an ambitious project to enhance its online gaming offerings by seeking multiple development partners. The move is part of Veikkaus’ strategy to bolster its position in the market ahead of significant regulatory changes expected in late 2026 or early 2027, when Finland’s online gambling market will be opened to competition.
Veikkaus has initiated a public procurement process aimed at selecting a diverse group of partners to contribute to various aspects of its online gaming portfolio. The tender includes opportunities for collaboration in online casino game development, eInstant game development, platform and technology development, as well as game math, art, and audio.
The procurement process is structured to attract a wide range of skilled partners. Veikkaus plans to select up to 30 partners for both online casino and eInstant game development, with 15 partners for each segment. Additionally, it aims to collaborate with 10 partners for each of the game technology and platform development, game math, audio, and art segments. This strategy allows Veikkaus to tap into a broad spectrum of expertise, ensuring that its online gaming offerings remain competitive and appealing to a diverse audience.
The total framework agreement for this partnership is valued at €25 million over a maximum contract term of two years, ending on 30 April 2027. The contract includes two one-year extension options, providing flexibility and stability for both Veikkaus and its future partners.
Notably, the procurement focuses exclusively on game development for Veikkaus projects, excluding the purchase of intellectual property (IP), ready-made games, or tools. This emphasis on bespoke development suggests a focus on creating unique gaming experiences tailored to its brand and audience.
The upcoming re-regulation of Finland’s gambling market is a pivotal moment for Veikkaus. As the market opens to competition, Veikkaus must be well-positioned to attract and retain customers. By expanding its online gaming portfolio and enhancing its technological capabilities, the company aims to maintain its market share and continue to offer compelling gaming options to Finnish players.
