Governador de Osaka revela futuro do primeiro resort integrado do Japão

Osaka Governor Hirofumi Yoshimura has strongly advocated for the impending opening of MGM Osaka, positioning the integrated resort (IR) as a game-changer for both local businesses and public-sector finances. 

Slated for completion in 2030, the US$1.27 trillion (€1.18 trillion) MGM Osaka project will be Japan’s first casino resort and is expected to not only offer a casino but also attract new entertainment options, conferences, incentives, meetings, and exhibitions (MICE) to the region. The complex will be a landmark development for Osaka, playing a pivotal role in the city’s economic future.

In a recent statement, Yoshimura underlined the potential economic impact of the IR, saying, “The IR should bring new entertainment and MICE businesses to the prefecture. Those business opportunities should work together, creating synergies. The economic impact of those is considered quite huge.” 

He further stressed the necessity of a strong local economy, warning, “Without a strong economy, it would be difficult to keep a local government and society going because [otherwise] they have to depend on tax increases.”

Resort construction set for April 2025

MGM Osaka will be situated on Yumeshima, an artificial island in Osaka Bay that spans 100 hectares. Construction of the resort’s main portion is expected to commence in April 2025, following the handover of the site by the city of Osaka. 

The development is a joint venture between MGM Resorts International, Orix Corp, and other local investors, with MGM and Orix each holding a 40 percent stake. The project has already attracted significant attention, not only due to its size and scope but because it will mark the first legal casino in Japan.

A master plan for this phase is scheduled for completion in March 2025, and a request for proposals will be issued to select a developer. Yoshimura believes that these developments will further solidify Osaka’s position as a global business hub.

Phase 2 plans unveiled for Yumeshima

Plans for Phase 2 of the Yumeshima development are also in the works, with potential additions including a motor racing circuit, arena, hotel, and other entertainment offerings. The Osaka government expects Phase 2 to coincide with the MGM Osaka opening in 2030. 

Adding to the excitement, Yumeshima will host Expo 2025 Osaka, which will run from 13 April 2025 to 13 October 2025. The World Expo is expected to attract millions of visitors to the region, providing further momentum for Osaka’s transformation. A new metro station serving both Expo 2025 and MGM Osaka opened on 19 January 2025, reinforcing the area’s accessibility and connectivity.

Despite the challenges presented, MGM Resorts has reaffirmed its commitment to the project, dispelling earlier concerns about delays or cancellations. The initial reluctance due to uncertainties surrounding Japan’s tourism recovery post-pandemic has now given way to a more confident outlook. 

This marks a significant moment for Japan, as it moves closer to the long-awaited launch of its first casino resort, a key milestone in the country’s broader strategy to boost tourism and diversify its economy.
