Dutch mental health body calls for total online gambling ad ban

The Dutch Association of Mental Health and Addiction Care (De Nederlandse ggz) has issued a strong call for a complete ban on all forms of online gambling advertising. The organisation argues that such advertising poses a significant threat to young people and individuals vulnerable to addiction.

The Dutch government implemented a ban on most gambling advertising in July 2023, including television, radio, print, and public places. Meanwhile, targeted advertising is still permitted on platforms like streaming services, social media, and online gaming environments, but they can’t appeal to underage consumers. De Nederlandse ggz believes these exceptions undermine the effectiveness of the current restrictions. 

The government has so far refused to extend the ban. The Dutch gambling regulator, the Kansspelautoriteit (KSA), published  its bi-annual gambling report in April, offering a comprehensive overview of the market. The report estimates 8% annual growth over next five years.

Ruth Peetoom, chairwoman of De Nederlandse ggz, expressed deep concern over the impact of gambling advertising on young people. The non-profit organisation cited data from the Dutch gambling regulator, the KSA, which revealed that individuals aged 18-23 accounted for 22% of online gambling accounts in the second half of 2023. This statistic highlights the need for stricter regulations.

Furthermore, De Nederlandse ggz noted a surge in individuals seeking treatment for gambling addiction. In 2023, 2,456 people sought care, marking a year-over-year increase.

Operators accused of undermining regulations

Research conducted by Dutch public broadcaster KRO-NCRV’s Pointer programme suggests that gambling operators are actively targeting young people through social media platforms like TikTok and Snapchat. These operators employ tactics such as using celebrities and influencers to promote gambling, often using terms like “free money” to attract attention.

Peetoom emphasised the serious health risks associated with gambling addiction, including financial problems, sleep disturbances, and mental health issues. She drew parallels between the tactics used by the gambling industry and the tobacco industry.

Call for stricter regulation and industry responsibility

In addition to advocating for a total advertising ban, De Nederlandse ggz is urging gambling operators to strengthen their duty of care towards customers. The organisation also calls for the Kansspelautoriteit, the Dutch gambling regulator, to enforce regulations more rigorously.

By taking these steps, the Dutch government and industry stakeholders can work together to protect vulnerable individuals and mitigate the negative consequences of gambling.

On October 1st, new protection measures for Dutch consumers gambling online came into effect, with players facing online deposit limits.

While concerns about gambling addiction are valid, an outright ban on online gambling advertising may have unintended consequences. Such a ban could stifle innovation and hinder the growth of a regulated industry. Furthermore, it could drive gambling activity underground, making it harder to monitor and regulate. A more nuanced approach, such as stricter regulations on advertising content and targeting, may be a more effective way to protect vulnerable individuals while still allowing for responsible advertising.
