LeoVegas names ex-MGA CEO Carl Brincat as its new director

LeoVegas Group, has announced the appointment of Carl Brincat as its new Director of Policy and Regulatory Affairs. A seasoned gambling regulation expert, Brincat will join LeoVegas in August and report directly to Chief Legal and Compliance Officer Abby Cosgrave.

Brincat brings a wealth of experience to the role, having served as the Chief Executive Officer of the Malta Gaming Authority (MGA) from 2021 to 2024. He began his career at the MGA in 2014 as a legal advisor and steadily climbed the ranks, holding positions such as Chief Legal Counsel and Chief Legal and Enforcement Officer.

Prior to his tenure at the MGA, Brincat honed his legal skills at Emmanuel Mallia & Associates Advocates for three years. This diverse background equips him with a deep understanding of the gaming industry’s regulatory side and inner workings.

In his new role, Brincat will oversee LeoVegas’ relationships with regulatory authorities across its global markets. He will also play a key role in shaping the company’s policy efforts and fostering strong connections with industry trade bodies to support LeoVegas’ continued international expansion.

Brincat’s career record

In November 2023, Carl Brincat, still serving as the head of Malta’s gaming regulator, announced his departure. By January 2024, Brincat officially left his post as the CEO and clarified that this was the conclusion of his three-year contract, and not a resignation.

In a LinkedIn post, Brincat expressed his gratitude to his MGA team, whom he had worked with during his nine years in the regulatory field.
