Philippines’ CEZA: No criminal issues in online gaming operations

The Cagayan Economic Zone Authority (CEZA) has never faced criminal issues related to online gaming, according to its CEO Katrina Ponce Enrile. 

In a speech during the ASEAN Gaming Summit held in Taguig City, Philippines, Enrile clarified that CEZA has been issuing interactive gaming licences since 2001, rather than offshore gaming licences, without encountering any problems.  

She stressed that any criminal activities observed in the gaming sector are unrelated to CEZA. 

CEZA, the pioneering economic zone in the Philippines to host financial technology companies and explore online gaming, has been operating in this space for over two decades. It is a government owned and controlled corporation located at the northeastern part of the Philippines. 

Regulating POGOs 

In an earlier interview with AGBrief, Enrile, expressed her view that the Philippine Amusement and Gaming Corporation’s (PAGCOR) efforts to regulate POGOs have been ineffective.  

Enrile suggested that PAGCOR should relinquish oversight of the offshore gaming component in the Philippines to freeports, such as CEZA. 

Enrile emphasized CEZA’s commitment to maximizing revenue and recovering lost funds.  

She highlighted the agency’s strategies, including rigorous monitoring of gaming activities, strengthened enforcement measures, and the implementation of robust monitoring systems.  

Enrile stated that these efforts aim to eliminate revenue leaks and ensure that CEZA’s licencees operate within a fair and equitable environment. 

Importance of ease of doing business 

Enrile emphasized the importance of stability, transparency, and ease of doing business, especially under the President Ferdinand “Bongbong” Marcos Jr’s administration, which has strict directives for the area. 

Lowering GGR tax to 5% 

Enrile noted that CEZA has also lowered its fees to a 5 percent franchise tax on gross gaming revenue, signifying its commitment to attract businesses and foster growth.
