USA: National self-exclusion program to be launched in 2024

In 2024, the USA will see the launch of a free self-exclusion assistance program across four American states as part of the first phase of the National Voluntary Self-Exclusion Program (NVSEP). This initiative aims to streamline the self-exclusion process, making it easier for individuals seeking help to opt out of gambling activities across multiple jurisdictions.

Current self-exclusion practices in the USA

Currently, self-exclusion practices are governed by state-specific regulations. Those who register are banned from all licensed gambling establishments within the state of their declaration, and cannot collect unredeemed jackpots or prizes during their exclusion period, which can range from one year to a lifetime. Once a self-exclusion form is processed, the gambling establishments are notified and must then enforce the exclusion.

While the existing self-exclusion process helps many, it has its limitations. The procedures can be confusing, especially for those looking to self-exclude across multiple jurisdictions. This complexity often discourages engagement, highlighting the need for a more cohesive and user-friendly system.

Introducing the National Voluntary Self-Exclusion Program (NVSEP)

The NVSEP aims to address these issues by providing a unified self-exclusion tool that operates across state lines. The first phase, launching in August, will include Colorado, Iowa, Michigan, and Tennessee. It will encompass various gambling activities, including over 50 casinos, 35 online operators, fantasy sports, horse-racing, poker, and more, depending on the state.

idPair, Inc., a provider of safer gambling technology, is spearheading this initiative.

Jonathan Aiwazian, CEO of idPair, highlighted the innovation of the NVSEP: “For the first time ever, individuals seeking a wider level of protection can self-exclude from multiple states in a streamlined fashion. While today we announce our ability to provide free assistance with self-exclusion in each of these four states, more jurisdictions are on the way, as we accelerate toward our goal of removing barriers for people seeking protection across all gambling jurisdictions and products.”

Future phases of NVSEP plan to integrate more deeply with gambling operators’ Player Account Management (PAM) systems, ensuring that voluntary self-exclusions are processed instantaneously. This will provide immediate protection for those opting into the program.

Future challenges

Despite the promising advancements, challenges remain. Enforcement of self-exclusion policies is a primary concern. Instances have been reported where self-excluded individuals managed to bypass the system. A CBC journalist managed to access Ontario casinos and gamble repeatedly, despite previously enrolling in the self-exclusion program. 

Online self-exclusion, while widely offered by iGaming operators, is not foolproof either. A 2019 investigation in the UK exposed instances where players evaded self-exclusion measures by modifying their email addresses or making minor changes to their names.

Another challenge involves assisting problem gamblers in recognising their addiction. Self-enforcement should be integrated into comprehensive therapy programs, emphasising the crucial role of accepting responsibility for effective self-exclusion measures.

Looking ahead, the gaming industry will shift its focus to Eastern Europe this September with the SiGMA East Europe Summit 2024 in Budapest.
