By-election looms over Scott Benton suspension

The British Parliamentary Standards Committee has recommended the suspension of MP Scott Benton for giving the impression that he was “corrupt and ‘for sale’” to a fictitious gambling company. In April, the MP for Blackpool South was the subject of a sting operation by The Times, which alleged he offered to lobby on behalf of a fictitious group of investors by submitting their parliamentary questions.

This case came to light prior to the long-awaited release of the UK government’s gambling whitepaper, intended to bring significant change and reform to the UK’s storied gaming sector.

Benton currently sits as an independent for the constituency of Blackpool South, having initially had his whip suspended when the investigation into his corruption allegations began. The Office of the Registrar of Consultant Lobbyists determined that Benton did not engage in “unregistered consultant lobbying activity” for the gambling industry, relying on the “assurances” they received.

Implications of committee recommendations

The committee has, however, ruled that the MP’s actions were an “extremely serious breach” of the rules, recommending that Benton receive a 35-day suspension, which would trigger a by-election or an off-year election for his vacant seat.

After news of the committee investigation broke, Benton also chaired an All-Party Parliamentary Group on Betting and Gaming, appearing on a panel earlier this year in which he claimed himself to represent a constituency with more gambling jobs than any other in the country.

The Committee further stated on Benton’s conduct:

“He communicated a toxic message about standards in parliament. We condemn Mr. Benton for his comments, which unjustifiably tarnish the reputation of all MPs.”
