Manila casinos to remain shut despite easing of quarantine measures

The list of venues not authorised to operate under guidelines from the IATF include casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops

Philippine President Rodrigo Duterte approved a recommendation from the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) on the quarantine restrictions in the National Capital Region (NCR), downgrading Metro Manila to a General Community Quarantine Status (GCQ) from May 15 to May 31.

The government’s statement said that although under GCQ, people are still advised to stay at home and adhere to lockdown guidelines. Heightened restrictions will still be applied such as only allowing essential travel into and out of the NCR.

Presidential Spokesperson Roque, who was present during the meeting with President Duterte said “Public transportation shall remain operational at such capacities and protocols in accordance with the Department of Transportation guidelines while the use of active transportation shall be promoted”

Manila PhilippinesEntertainment venues such as bars, concert halls and theaters; recreational venues such as internet cafes and arcades; amusement parks, fairs, playgrounds; indoor sporting venues and indoor tourist attractions will not be allowed, Roque said.

A list of venues not authorised to operate under guidelines from the IATF include “casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments”.

The National Capital Region is where the private-sector Philippine casino resorts are located. According to the Philippine Amusement and Gaming Corporation (PAGCOR), casinos have not been allowed to operate since March 29, 2021 when the NCR was placed under the more restrictive Enhanced Community Quarantine (ECQ), the second time that casinos and resorts around Metro Manila have suspended operations for a second time in the space of a year.

In late April, Philippines gaming regulator PAGCOR authorised Okada Manila casino resort to accept bets online in the Philippine capital.

In early May, the Publicly-listed DFNN Group, announced it will introduce and market the newly legalised “online sabong or “e-sabong” as part of its new gaming content from the legal providers of PAGCOR.

PAGCOR authorised “Online Sabong” or the placing of bets on live cockfighting on May 3, amid the urgent need of the government to generate more revenues for the pandemic-hit economy.
