Singapore prepares overhaul of gambling regulations

The country’s gambling regulations will see a new regulatory authority established by 2021

The Ministry of Home Affairs (MHA) said it plans to expand the mandate of the Casino Control Commission to create the Gambling Regulatory Authority, which will oversee all areas of gaming in the city state. The MHA said the changes would be carried out by 2021.

The move to advance the gambling regulation is to keep Singapore’s gaming industry ahead of new gaming technology, trends and emerging products.

Casino Control Commission currently regulates Marina Bay Sands (MBS) and Resorts World Sentosa (RWS), the two integrated resorts in Singapore, while a separate gaming unit within MHA is in charge to regulate fruit machines and other remote services. Singapore’s Totalisator Board is regulating racing and wagering activities by the Singapore Pools. Any online gaming outside of Singapore pools are strictly prohibited. The GRA aims to fuse all gambling resources into a single agency.

The MHA stated, “This will allow GRA to stay even more effectively abreast of technological and global trends, respond faster to emerging products in particular those that cut across different domains, and take a more holistic approach to gambling policies and issues.”

The MHA also commented on Singapore’s gaming regulations being effective, casino related crimes are at less than percent out of all the crimes in the country and illegal gambling has decreased dramatically by 28 percent from 2011 to 2019. The last five years has also seen a stable rate of less than one percent for problem gambling. The country’s gambling outline has been the foundation for other Asian countries, including Japan, which has started drafting their regulatory framework.
