German regulator thanks whistleblowers

As part of its efforts leading up to the nationwide Day of Action Against Gambling Addiction on September 25, the Joint Gambling Authority of the Länder (GGL), the German regulator, has expressed its gratitude to the public and to whistleblowers for their ongoing contributions through its information portal. These reports play a crucial role in the fight against illegal online gambling and in addressing irregularities among legal providers, explained the regulator.

1500 tips

Since the beginning of 2023, the GGL has received approximately 1,500 tips. Approximately half of these reports were related to suspected illegal online gambling, while the other half addressed possible irregularities among licensed online gambling providers.

The reports largely focused on illegal activities related to virtual slot machines, online sports betting, and commercial gaming agencies, with several submissions flagging advertising for such unlawful offerings. Thanks to this public information, the GGL has conducted reviews of more than 1,860 websites and 438 gambling operators and advertisers for illegal activities, leading to 133 prohibition proceedings. As a result of these actions, 63 providers of illegal online gambling ceased operations or halted advertising in 2023.

Improving reporting

In addressing irregularities in legal online gambling, the GGL has called for detailed reports to aid in prosecution. Examples of actionable information include allegations of payout violations, inappropriate advertising, or breaches of cross-provider deposit limits. However, the authority explained that many tips lack the necessary detail and evidence for a thorough investigation, rendering a large portion unverified.

To improve the quality of submissions, the GGL has released a guideline on its website to assist whistleblowers in providing meaningful information. This guide outlines how to identify whether a gambling offer is legal or illegal, what specific information and evidence are required for effective reporting, and clarifies the agency’s limitations in providing feedback on individual cases.

Ronald Benter (pictured above), a board member of the GGL, reaffirmed the importance of public involvement, stating, “We continue to appreciate the support of the public in our commitment to player protection. We urge individuals to utilise our whistleblower system, report violations, and provide as much detail as possible. Your insights are crucial in our ongoing battle against illegal online gambling and in safeguarding players.”

Protecting players

Ronald Benter stressed the connection between the black market and gambling addiction, stating “This initiative is vital for raising awareness about the risks of gambling addiction. We share the common goal of preventing gambling and betting addiction. The GGL’s responsibility is to ensure that licensed providers follow stringent player protection regulations and to combat illegal offerings. Information from the public submitted via our whistleblower system is instrumental in this fight.”
